Submits to Missouri voters a constitutional amendment to section 39(b) of article III relating to the state lottery, to be voted on at the general election in November 2012 or at a special election called by the governor.

Requires the State Lottery Commission to develop and begin selling a "Veterans Lottery Ticket" no later than July 1, 2013, with all net proceeds deposited solely in the veterans' commission capital improvements trust fund.

Modifies the distribution of lottery proceeds so that monies from the general lottery fund go to education, while veterans lottery ticket proceeds are directed exclusively to veterans' capital improvements.

Maintains existing lottery requirements including a minimum 45% of ticket sales awarded as prizes, a five-member commission appointed by the governor with senate consent, and commission authority to conduct joint lottery games with other states.

Specifies that lottery revenue shall not be counted as total state revenue or state government expenses under article X of the Missouri Constitution.
