Repeals and replaces sections 50 and 52(a) of article III of the Missouri Constitution relating to initiative and referendum petitions.

Reduces the signature requirement for constitutional amendment petitions from 8 percent to 5.25 percent of legal voters in each congressional district.

Reduces the signature requirement for law proposal petitions from 5 percent to 3.25 percent of legal voters in each congressional district.

Changes the geographic distribution requirement from two-thirds of congressional districts to signatures collected in each congressional district of the state.

Applies the same 3.25 percent signature requirement to referendum petitions, with a 90-day filing deadline after final adjournment of the legislative session that passed the bill.
