Submits to Missouri voters a constitutional amendment to be voted on at the general election on Tuesday following the first Monday in November 2012, or at a special election called by the governor

Repeals section 40(a) of article IV of the Missouri Constitution and replaces it with revised language regarding the conservation commission

Removes specific requirements from the constitution that the conservation commission consist of four members with terms of six years beginning on odd-numbered years and vacancy-filling procedures

Delegates the determination of the conservation commission's number, qualifications, and member terms to be fixed by law instead of by constitutional mandate

Retains constitutional requirements that commission members be appointed by the governor with senate approval, with not more than "one-half plus one" members from the same political party, and that members receive no salary but be reimbursed for expenses
