Submits to Missouri voters a constitutional amendment to be voted on at the next general election in November 2012 or at a special election called by the governor

Repeals section 44 of article IV of the Missouri Constitution and replaces it with a new section 44

Requires a two-thirds majority vote for approval of any initiative proposal relating to the opportunity to harvest bird, fish, game, wildlife, or forestry resources

Exempts initiative proposals involving the establishment, amendment, or repeal of sales taxes for conservation purposes from the two-thirds majority requirement

Confirms that sections 40-43 of article IV are self-enforcing and allows laws consistent with those sections to be enacted
