Submits to Missouri voters a constitutional amendment to Article III, Section 38(e), to be decided at the general election in November 2012 or a special election called by the governor.

Prohibits public funds appropriated to the Life Sciences Research Board from being expended on research involving abortion services, human cloning, or prohibited human research as defined in the amendment.

Requires that research projects receiving public funds maintain separate accounting, comply with federal cost accounting principles, and prohibit cost-sharing with ineligible research projects except for pro rata facilities and administrative costs.

Grants standing to any Missouri taxpayer or political subdivision taxpayer to bring suit against the state or recipients of public funds to enforce compliance with the amendment's restrictions.

Establishes that if any provision of the amendment is found invalid or unconstitutional, any appropriation subject to the amendment shall be void and unenforceable.
