Submits to Missouri voters a constitutional amendment to article XII, section 2(b) for approval at the November 2012 general election or a special election called by the governor.

Changes the approval requirement for constitutional amendments from a simple statewide majority to requiring both a statewide majority and a majority of votes in a majority of Missouri's congressional districts.

Maintains existing provisions regarding amendment content (limited to one amended/revised article or one new article with one subject), publication requirements (one week for two consecutive weeks in two newspapers of different political faith, or four weeks if only one newspaper exists in a county), and separate ballot voting on each amendment.

Amendments approved under the new standard take effect 30 days after the election.
