Submits a constitutional amendment to Missouri voters at the November 2014 general election (or special election called by the governor) to add Section 35 to Article I of the Missouri Constitution.

Establishes that citizens of Missouri have a constitutional right to hunt, fish, trap, and harvest wildlife.

Vests control, management, restoration, conservation, and regulation of wildlife resources in the state conservation commission, with laws and regulations limited to wildlife conservation purposes and preserving hunting and fishing by traditionally approved devices and methods.

Designates public hunting and fishing as the preferred means of managing and controlling wildlife.

Preserves existing common law and statutory provisions relating to trespass and property rights.
