Submits to Missouri voters a constitutional amendment to be voted on at the general election in November 2012 or at a special election called by the governor.

Repeals and replaces Section 8 of Article III of the Missouri Constitution to establish legislative term limits.

Prohibits any person from serving more than 16 years total in the General Assembly, with service counted across both the House of Representatives and Senate combined.

Excludes from the calculation any service from elections prior to December 3, 1992, and service of less than one year for House members or less than two years for Senate members when completing another person's term.
