Submits a constitutional amendment to Missouri voters for the 2012 general election repealing and replacing section 8 of article IX of the Missouri Constitution regarding education funding.

Removes existing language prohibiting state and local government appropriations or donations to any religious creed, church, or sectarian educational institution.

Replaces prohibition with language prohibiting denial of general state education benefits, funding, or support to individuals or entities based on religious identity or belief, provided benefits comply with the First Amendment to the United States Constitution.

Allows public funds to benefit religious institutions and individuals through general education programs without restriction based on religious affiliation or belief.
