Submits to Missouri voters a constitutional amendment to Article IV for adoption or rejection at the general election on the first Tuesday following the first Monday in November 2012 or at a special election called by the governor

Adds new Section 30(e) to Article IV prohibiting the state highways and transportation commission and state agencies from conducting feasibility studies or funding toll roads and toll facilities in Missouri

Bars the state from designing, acquiring, constructing, maintaining, reconstructing, or operating toll roads or toll bridges that do not currently have tolls as of the amendment's effective date

Prevents the state from entering into public-private partnerships or contractual agreements to engage in toll road or toll facility activities on bridges without existing tolls
