Submits to Missouri voters a constitutional amendment repealing and replacing sections 2 and 7 of article III regarding legislative apportionment commissions.

Requires all meetings of apportionment commissions for both the house of representatives and state senate, including executive meetings, to be open to the public.

Designates apportionment commissions as public governmental bodies subject to all state laws concerning public meetings and public records.

Applies to commissions that reapportion the 163 house districts and 34 senate districts following each decennial census or when a court invalidates a prior reapportionment.

Election scheduled for the general election on Tuesday following the first Monday in November 2012, or at a special election called by the governor.
