Submits to Missouri voters a constitutional amendment to article III, section 39(b) of the state constitution at the November 2012 general election or special election called by the governor

Creates requirement for State Lottery Commission to develop and begin selling a "Veterans Lottery Ticket" no later than July 1, 2013, with all net proceeds deposited solely in the veterans' commission capital improvements trust fund

Modifies existing lottery law to clarify that proceeds from the Veterans Lottery Ticket are excluded from the requirement that net lottery proceeds be appropriated solely for public elementary, secondary, and higher education

Maintains all other existing provisions of the state lottery constitution including the five-member commission structure, minimum 45% prize payout requirement, and governance of remaining lottery funds by appropriation
