Submits to Missouri voters a constitutional amendment to section 39(b) of article III relating to the state lottery for the 2012 general election.

Requires the State Lottery Commission to develop and begin selling electronic pull-tab cards no later than July 1, 2013.

Directs all net proceeds from electronic pull-tab card sales, after prizes and administrative expenses, to be deposited solely in the veterans' commission capital improvements trust fund.

Maintains existing lottery provisions including the five-member commission appointed by the governor, minimum 45% prize payout requirement, and dedication of traditional lottery proceeds to public education.

Modifies subsection 3 to clarify that electronic pull-tab revenue is excluded from the general Lottery Proceeds Fund governance structure.
