Submits to Missouri voters an amendment to repeal sections 3(a), 3(b), and 3(c) of article XII of the state constitution at the general election in November 2012 or at a special election called by the governor.

Repeals the requirement that Missouri automatically submit the question "Shall there be a convention to revise and amend the constitution?" to voters every 20 years, beginning in 1962.

Eliminates constitutional procedures for electing convention delegates, including the election of 15 delegates-at-large and two delegates from each state senatorial district.

Removes provisions governing convention operations, including delegate qualifications, oath requirements, compensation at $10 per diem, quorum rules, and procedures for filling vacancies.

Abolishes procedures requiring the convention to submit any proposed constitution or amendments to voters at a special election held 60 days to 6 months after the convention adjourns.
