Reduces Missouri House of Representatives from 163 members to 101 members beginning with the 98th General Assembly.

Changes House reapportionment process to require commissioners to be former members of the general assembly, rather than allowing any eligible nominees.

Modifies Senate reapportionment requirements to restrict multi-district counties to no more than two districts and requires Senate commissioners to also be former members of the general assembly.

Increases House member compensation proportionally based on the compensation budget from the 97th General Assembly to account for the reduced number of representatives.

Requires voter approval at the November 2012 general election or special election called by the governor to implement these constitutional changes.
