Submits to Missouri voters on the 2012 general election a proposed amendment to Article VIII of the Missouri Constitution creating four new sections (8-11) governing voting procedures.

Authorizes advance voting in person from the third Saturday before an election until the first Tuesday before the election, excluding Sundays, with locations determined by general law to balance access, integrity, security, and administrative efficiency.

Permits general law to require voters to provide valid government-issued photo identification to vote in person, with exceptions allowed by law.

Allows general law to establish different requirements for absentee voting when voters do not appear before election authorities.

Declares the advance voting provision non-self-executing and effective only for elections after January 1, 2014, to allow election authorities time to prepare; includes a severability clause making the entire amendment void if any portion is ruled unconstitutional.
