Submits to Missouri voters a constitutional amendment to article III, section 39(a) regarding volunteer bingo game operations by religious, charitable, fraternal, veteran, or service organizations.

Allows persons to participate in managing or conducting bingo games if they have been bona fide members of the licensed organization for two years and volunteer their time.

Permits persons to participate in the actual operation of bingo games under management direction if they have been bona fide members of the licensed organization for at least one year and volunteer their time.

Requires all net receipts from bingo games be used only for charitable, religious, or philanthropic purposes with no compensation to any affiliated persons.

Scheduled for voter approval at the general election on Tuesday following the first Monday in November 2012, or at a special election called by the governor.
