Submits to Missouri voters a constitutional amendment establishing standards for advance in-person voting, voter identification requirements, and absentee voting procedures.

Permits advance voting from the third Saturday before election day through the first Tuesday before election day, excluding Sundays, with locations determined by general law balancing access, integrity, security, and efficient administration.

Allows general law to require valid government-issued photo identification for in-person voting, with possible exceptions provided by law, and requires advance voters to comply with the same identification requirements as election day voters.

Restricts election officials from publicly disclosing names and identifying information of advance voters during the advance voting period, except for election administration, law enforcement, or court-ordered disclosure.

Effective date of January 1, 2014 for advance voting implementation to allow election authorities preparation time; includes severability clause invalidating entire amendment if any portion is deemed unconstitutional.
