Requires school district boards to establish preliminary adjustments and apportionments of property and indebtedness at least 60 days before a boundary change election, with consultation from the Department of Elementary and Secondary Education.

Establishes arbitration board criteria prioritizing movement of students from unaccredited and provisionally accredited districts into accredited districts, and requiring a 45-minute difference in student transportation time to qualify as "significant" harm.

Allows receiving districts to exclude statewide assessment scores of transferred students from district accountability measures for three school years following a boundary change.

Adjusts weighted average daily attendance calculations for districts gaining students (doubled for two years) and districts losing students (using current year, prior year, or two-year-prior average, whichever is greatest).

Permits charter schools displaced by boundary changes to be incorporated into the new district as regular school buildings while potentially maintaining charter school operational flexibilities through department waivers.
