No payroll withholding allowed for public employee labor organization dues, agency shop fees, or other fees without separate authorization.

Public labor organizations must obtain written authorization from members or non-members within the previous twelve months before using any portion of dues or fees for political contributions or expenditures.

Authorization forms must be titled "Consent for Political Use of Dues/Fees" in at least 24-point bold type and include specific disclosures in at least 14-point bold type, with checkboxes for different contribution amounts and a statement that signing is completely voluntary.

Labor organizations must maintain records including copies of authorizations, dates and amounts of fund transfers, and committee recipients, then submit copies to the labor and industrial relations commission.

Employees who do not authorize political contributions cannot have their dues or fees increased in lieu of contributions, and signing or refusing to sign authorizations cannot be a condition of employment.

The act requires voter approval through a referendum election scheduled for Tuesday following the first Monday in August 2012 to become effective.
