Repeals existing provisions and enacts new sections to establish joint nomination and election of governor and lieutenant governor candidates as a single ticket.

Modifies ballot design to list "For Governor and Lieutenant Governor" as one office entry with both names enclosed in a brace on primary and general election ballots, removing the separate lieutenant governor line.

Eliminates the requirement for separate transition office facilities for governor-elect and lieutenant governor-elect staff during the transition period.

Updates election canvassing and vote reporting procedures to treat governor and lieutenant governor votes as a combined total for purposes of announcing results and determining ties.

Becomes effective only upon voter approval of an amendment to Article IV, Section 17 of the Missouri Constitution mandating joint nomination and election of these offices.
