Allows vehicle owners to obtain personalized specialty license plates bearing the Missouri Junior Golf Foundation emblem after paying a $25 annual emblem-use fee to the foundation and a $15 fee to the Director of Revenue at registration.

License plates must display "MISSOURI JUNIOR GOLF FOUNDATION - BUILDING THE FUTURE" instead of "SHOW-ME STATE" and be made with fully reflective material, clearly visible at night, and aesthetically attractive.

Applies only to vehicles owned solely or jointly, excluding apportioned motor vehicles and commercial vehicles over 18,000 pounds gross weight.

Requires the Department of Revenue to receive at least 200 applications and collect the $15 specialty plate fee per application before authorizing manufacture of the plates, along with an application fee not exceeding $5,000 to cover development and implementation costs.

All contributions to the Missouri Junior Golf Foundation from this program, except reasonable administrative costs, must be used solely for the foundation's purposes; vehicle owners who fail to renew their emblem authorization at subsequent registrations will be issued standard plates instead.
