Requires voters to present one of four approved forms of photo identification at polling places: nonexpired Missouri driver's license, nonexpired Missouri nondriver's license, military/veterans identification without expiration date, or other documents issued by U.S. or Missouri with photograph, name matching voter registration, and valid/recently expired status.

Allows voters without approved identification to cast provisional ballots after executing an affidavit if unable to obtain ID due to disability, inability to pay for required documents, sincerely held religious belief, or being born on or before January 1, 1941.

Requires the state to provide at least one form of photo identification at no cost to otherwise qualified voters who do not already possess it, with nondriver's licenses issued free to applicants executing an affidavit stating they lack other qualifying identification.

Mandates election authorities post clear notices informing voters without proper identification that they may return with valid ID to vote a regular ballot and receive priority in voting lines.

Takes effect only upon voter approval of a constitutional amendment submitted by the general assembly regarding photo identification for elections.
