Creates the "Joint Committee on the Missouri Criminal Code" composed of 11 members including three state senators, three representatives, and representatives from the attorney general's office, state public defender system, victims of crime, governor's office, and Missouri Supreme Court.

Committee shall study Missouri's criminal statutes and receive testimony to investigate how to harmonize, organize, and revise the laws to ensure they are up-to-date, consistent, and effective in protecting public safety.

Committee must submit a report to the general assembly by December 31, 2012, containing recommendations for statutory revisions to the Missouri criminal code and related criminal justice statutes.

All provisions of the section expire on January 1, 2013.
