Establishes a county law enforcement restitution fund under the supervision of a five-member board of trustees appointed by county officials and limited to non-government employees.

Adds drug courts established under sections 478.001 to 478.006 as an allowable use of restitution fund money, alongside narcotics investigation, law enforcement equipment, federal/state grant matching, crime statistics reporting, and other law enforcement-related expenses.

Requires majority approval from the board of trustees for all fund expenditures and prohibits county commissions from reducing law enforcement agency budgets as a result of restitution fund payments.

Limits assessment and payment orders to offenses excluding speeding, careless driving, traffic control violations, class C misdemeanors, and infractions, with a maximum assessment of $300 per charged offense.

Requires restitution funds to be audited using the same procedures as all other county funds.
