Repeals and replaces section 162.481, RSMo, governing school director elections in urban districts.

Establishes that school districts in counties with charter form of government having 300,000 to 450,000 inhabitants that became urban districts by the 2010 federal decennial census shall hold annual director elections with three-year terms for all directors elected on or after the effective date.

Maintains existing biennial election requirements for other urban districts, with terms of six years, except for districts in cities with 100,000+ inhabitants located in first-classification counties that adjoin no other first-classification counties, which hold annual elections with three-year terms.

Provides that for seven-director districts becoming urban districts, the transition occurs when prior directors' terms expire, with successors elected for six-year terms after all seven directors have been elected under the transition process.

Declares the act an emergency measure effective upon passage and approval to clarify terms for school board members elected in April 2012.
