Expands the definition of "abuse" to include abuse inflicted by any person, not limited to those responsible for the child's care, custody, and control.

Requires any person who observes a child being subjected to sexual abuse to immediately report to the division or any law enforcement agency.

Maintains mandatory reporting requirements for specified professionals including physicians, nurses, teachers, school officials, mental health professionals, social workers, juvenile officers, and peace officers who have reasonable cause to suspect abuse or neglect.

Allows persons required to report to notify the person in charge or designated agent at a medical institution, school, or agency, who then becomes responsible for making the report to the division.

Permits reports to be made to another state's child protection agency if the victim is a resident of another state or was injured out of state, in which case no Missouri report is required but may be made voluntarily.
