Repeals and replaces sections 67.2500 and 67.2510 of Missouri Revised Statutes relating to theater, cultural arts, and entertainment districts

Allows theater, cultural arts, and entertainment districts to be established by governing bodies of counties, cities, towns, or villages that have adopted transect-based zoning or meet specific population requirements

Establishes the "Theater, Cultural Arts, and Entertainment District Act" covering sections 67.2500 to 67.2530

Defines key terms including "district," "qualified electors," "registered voters," and "subdistrict" for purposes of the Act

Provides an alternative establishment procedure allowing circuit courts to establish districts under section 67.2515 for qualifying jurisdictions
