Authorizes the Secretary of State to make nonsubstantive changes to state regulations including updates to agency names, addresses, telephone numbers, email addresses, and website addresses upon agency request and publication in the Missouri Register.

Requires state agencies to respond within 60 days to written petitions requesting adoption, amendment, or repeal of rules, with responses submitted to the joint committee on administrative rules and commissioner of administration.

Establishes a staggered five-year periodic review schedule for all state agency rules beginning July 1, 2015 through July 1, 2019, with reviews continuing every five years thereafter based on regulatory title groupings.

Requires agencies to prepare detailed reports during rule reviews considering necessity, obsolescence, overlaps with other rules, less restrictive alternatives, regulatory burden reduction, and incorporation of materials by reference.

Makes rules void and of no further effect after the first 60 legislative days of the next regular session if agencies fail to timely file required review reports without an approved extension.
