Allows dyed fuel use during gubernatorial emergency declarations for public safety and utility restoration; prohibits dyed fuel use for taxable purposes

Creates new medical certification requirements for commercial driver's license applicants under federal regulations, including provisions for medical examiners and variances

Removes geographic route restrictions for household goods carriers operating in intrastate commerce, allowing statewide operations; eliminates rate regulation for intrastate household goods carriers effective August 28, 2012
