Department of social services shall seek a federal waiver to mandate photo identification for continued eligibility in Missouri's food stamp program.

Upon federal approval, department shall issue photo identification cards to eligible household members age 16 and older within one year.

Household members or authorized representatives must present photo identification cards at issuance points, retail food stores, or meal services when exchanging benefits for food.

Financial institutions, businesses, or vendors receiving information from the department are prohibited from using, selling, or divulging that information without a court order; violation is a class A misdemeanor.

Department shall promulgate rules ensuring compliance with federal law and accommodating individuals with special needs while enabling all appropriate household members to access benefits from the account.
