Requires governor and lieutenant governor candidates to be nominated and elected jointly as a single ticket, with both candidates considered one candidate in the general election.

Governor and lieutenant governor candidates must have their names enclosed in a brace on the official ballot, with one square printed to the left for voters to mark.

Eliminates separate primary elections for lieutenant governor; gubernatorial candidates choose their running mate for lieutenant governor, who must be certified to the secretary of state by the eleventh Tuesday prior to the general election.

Removes lieutenant governor from provisions allowing tie-breaking special elections; ties affecting governor and lieutenant governor would be resolved through joint general assembly vote.

Becomes effective only upon voter approval of a constitutional amendment to Article IV, Section 17 mandating joint nomination and election of governor and lieutenant governor.
