Expands the definition of "residential subscriber" to include wireless service and similar service, in addition to traditional residential telephone service.

Adds "automated calls" to the state no-call database prohibitions, requiring callers to comply with the list for both telephone solicitations and prerecorded or synthesized voice messages.

Expands the definition of "telephone solicitation" to include facsimile, graphic imaging, data communication, and text messaging communications, not just voice calls.

Clarifies that automated messages left on answering machines or voicemail do not violate the do-not-call law if preceded by a live operator announcement and the subscriber did not answer the call.

Maintains civil penalties up to $5,000 per knowing violation and allows private lawsuits for actual damages or statutory damages up to $5,000 per violation.
