Senate Bill No. 485 Summary

• Repeals and reenacts six sections of Missouri law (301.600, 306.400, 400.9-311, 430.020, 430.082, and 430.240) relating to statutory liens against personal property including motor vehicles, trailers, vessels, outboard motors, and aircraft.

• Requires liens on motor vehicles, trailers, vessels, and outboard motors to be perfected by delivering a notice of lien to the director of revenue within 30 days of creation; lien is effective from date of creation if filed timely, otherwise from date of delivery.

• Permits liens to secure future advances when clearly noted on security agreements and notices of lien; establishes 30-day deadline for filing subordinate liens with required documents.

• Extends the filing deadline for aircraft mechanics' liens from 30 days to 180 days after surrendering possession; requires liens be filed with county recorders and Federal Aviation Administration Aircraft Registry.

• Changes hospital lien notice requirement from certified or registered mail to certified mail with return receipt requested when notifying liable parties and insurance carriers.
