Establishes the "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" consisting of seven members: four appointed by the governor (two representing minority community interests, two representing business owners), one from the house speaker, one from the senate president pro tem, and the commissioner of administration as ex officio member.

Committee members serve two-year terms with possible reappointment for an additional two years and receive no compensation but are reimbursed for actual and necessary expenses.

Requires the commissioner of administration to conduct a disparity study measuring minority and women's business enterprises' participation in state contracts for supplies, services, and construction to be completed by December 31, 2013.

Committee must review the disparity study results and deliver recommendations to the office of equal opportunity by March 31, 2014, which shall be subsequently implemented.

All provisions of the section expire on January 1, 2015.
