Requires all new state-funded construction projects over 5,000 gross square feet to be designed and constructed to achieve at least two Globes certification using the Green Globes Rating System established by the Green Building Initiative

Mandates major renovation projects (over 50% of square footage) and commercial interior fit-outs (over 7,000 square feet) to be analyzed using life cycle cost analysis comparing two Globes standard against normal industry standards or a hybrid approach that achieves the lowest 30-year life cycle cost

Projects must earn at least 20% of available points for energy performance under the Green Globes system, with the Office of Administration authorized to waive requirements if economically infeasible

Requires third-party commissioning agent inspections at years 5, 10, and 15 after certification to verify buildings continue operating at their originally designed standards

Excludes buildings without conditioned space and correctional facilities from requirements; directs Office of Administration to monitor and report energy and environmental benefits to legislative committees over 15-year periods
