Establishes firearms safety training requirements for concealed carry endorsement applicants, including at least 8 hours of instruction covering handgun safety, marksmanship, and justifiable use of force.

Requires certified firearms safety instructors to administer live firing exercises with minimum 50 rounds from each handgun at 7 yards and a 20-round live fire test with at least 15 hits required to pass.

Declares the act an emergency measure effective upon passage and approval to clarify concealed carry endorsement requirements.
