Adds section 537.291 to Missouri law prohibiting private nuisance actions based on air emissions or water or solid waste discharges that are expressly authorized by and comply with applicable statutes, regulations, permits, licenses, court orders, or judgments.

Permits covered only if issued after public hearing by municipal, county, state, or federal government and subject to continuing compliance monitoring, periodic review, and periodic renewal.

Excludes nuclear waste placement from the prohibition on private nuisance actions.

Creates exceptions allowing nuisance actions to proceed if the permit or order creates unforeseeably conditions at time of issuance or if the permit holder purposefully fails to disclose relevant facts or conditions.
