Prohibits cities, towns, and villages from passing zoning laws or ordinances that prevent charitable organizations classified as 501(c)(3) or 501(c)(19) entities from operating retail businesses that resell donated goods in any area where other retail businesses are permitted.

Requires that at least 80 percent of all revenue generated by such charitable organizations be used to fund the organization's charitable purpose.

Repeals and replaces section 407.489 of Missouri Revised Statutes regarding retail businesses operated by charitable organizations.

Declares the act an emergency measure to take effect immediately upon passage and approval to preserve the rights of veterans.
