• Requires all official motor vehicle inspection stations and emissions inspection stations to maintain liability insurance at all times to cover possible damage to vehicles during the inspection process.

• Establishes a $1.50 fee per inspection certificate purchased by stations from the Missouri State Highway Patrol, with $1.00 credited to the state highway fund and $0.50 to a newly created "Highway Patrol Inspection Fund" for administering motor vehicle inspection laws.

• Limits inspection station fees to a maximum of $12 for standard vehicle inspections and $10 for trailer or motorcycle inspections, with fees to be conspicuously posted at each station.

• Requires inspection stations to display posters informing the public that required repairs or corrections need not be made at the inspection station and to provide written estimates for any repairs before work begins.

• Establishes that violations of inspection station requirements constitute a class C misdemeanor, and requires stations discontinuing operation to return unused inspection stickers and official signs within 60 days for refund.
