Prohibits persons under 18 years of age from purchasing, attempting to purchase, or possessing cigarettes or tobacco products, with exceptions for employees making sales and Division of Liquor Control enforcement officials.

Prohibits employees under 18 years of age from effecting sales of cigarettes or tobacco products during the course of employment.

Prohibits persons under 18 from misrepresenting their age to purchase cigarettes or tobacco products.

Imposes penalties on minors for violations: first violation results in an infraction with confiscation of tobacco products; second and subsequent violations result in an infraction, confiscation, and mandatory completion of a tobacco education or smoking cessation program if available.

Imposes fines on sellers of cigarettes or tobacco products when employees under 18 attempt or effect sales: $250 fine for first violation and $500 for second and subsequent violations.
