Vehicle owners may apply for special "I HAVE A DREAM" license plates for any vehicle owned solely or jointly, excluding apportioned vehicles and commercial vehicles over 18,000 pounds gross weight.

Applicants must make an annual $25 contribution to the Martin Luther King Jr. State Celebration Commission Fund and pay a $15 fee in addition to regular registration fees.

Plate design must include "I HAVE A DREAM" in place of "SHOW-ME STATE" and be made with fully reflective material, clearly visible at night, and aesthetically attractive per existing standards.

A new Martin Luther King Jr. State Celebration Commission Fund is established in the state treasury to receive contributions and other funding sources, with moneys used exclusively for Martin Luther King Jr. Day recognition and celebration activities in Missouri.

Vehicle owners who fail to provide proof of the annual $25 contribution at subsequent registration renewals will be issued standard license plates without the "I HAVE A DREAM" designation.
