Exempts proposed projects that create ten or more new full-time jobs from the certificate of need requirement for developing or offering new institutional health services under Missouri law.

Requires applicants to submit a letter of intent and a report documenting the number of jobs and other information requested by the health facilities review committee.

Mandates the health facilities review committee respond within thirty days with approval of the non-applicability of the certificate of need requirement if documentation shows ten or more new full-time jobs will be created.

Defines a "full-time employee" as one scheduled to work an average of at least thirty-five hours per week for a twelve-month period and receiving health insurance with the employer paying at least fifty percent of premiums.

Specifies that jobs created prior to approval of the non-applicability exemption do not count toward the ten-job threshold.
