Repeal and reenacts section 565.090, RSMo to redefine the crime of harassment with six specific prohibited behaviors including threatening felonies, using coarse language, anonymous communications, communications with minors, repeated unwanted communications, and other acts intended to frighten or intimidate.

Changes harassment from a class A misdemeanor to a class D felony, except when committed by a person 21 years or older against a person 17 years or younger.

Elevates harassment to a class C felony for persons previously convicted of harassment or similar offenses under county, municipal, state, federal, or military law.

Exempts federal, state, county, and municipal law enforcement officers conducting lawful investigations from the harassment statute.
