Requires all official ballots to be hand-marked paper ballots by January 1, 2014, or marked by paper ballot-marking devices for disabled voters needing assistance.

Eliminates the ability to vote a straight political party ticket by single selection on ballots used in partisan elections.

Removes the requirement for electronic voting systems to permit single-punch voting for presidential candidates and their electors.

Phases out direct-record electronic touch-screen voting machines by January 1, 2014, except for continued use by disabled voters until machines become non-functional.

Requires electronic voting systems to produce election results from hand-marked paper ballots and maintain the ability to provide a paper audit trail.
