Establishes campaign contribution limits for Missouri elections: $2,500 for statewide offices (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general); $1,000 for state senator; $500 for state representative.

Sets contribution limits for other offices based on electoral district population: $500 for districts under 100,000 population; $1,000 for districts with 100,000-249,999 population; $2,500 for districts with 250,000+ population.

Contribution limits apply to candidate committees, exploratory committees, campaign committees, political action committees, political party committees, and any person other than the candidate.

Limits are automatically adjusted biennially on January 1 of even-numbered years beginning January 1, 2013, based on cumulative consumer price index and rounded to nearest $25.

Committees accepting nonallowable contributions face a surcharge of $1,000 plus an amount equal to each prohibited contribution; candidates have 10 business days to return contributions or become personally liable for payment of the surcharge.
