Prohibits employers from requiring employees to join or refrain from joining labor organizations as a condition of employment.

Prohibits requiring employees to pay dues, fees, assessments, or equivalent charitable contributions to labor organizations as a condition of employment.

Declares any agreement between employers and labor organizations that violates these employee rights to be unlawful, null, and void.

Establishes penalties including class C misdemeanor criminal liability for violations and allows injured persons to seek injunctive relief and recover all damages plus attorney fees.

Exempts Railway Labor Act employees, federal employers and employees, exclusive federal enclaves, and existing collective bargaining agreements entered before the effective date, but applies to new agreements and renewals.
