Repeals and replaces section 516.105, RSMo to include veterinarians treating animals in the statute of limitations for malpractice, negligence, error or mistake actions.

Establishes a two-year statute of limitations from the date of occurrence of the negligent act for actions against veterinarians and other health care providers.

Extends the statute of limitations to two years from date of discovery for cases involving foreign objects negligently left in the body of an animal or failure to inform animal owners of medical test results.

Prohibits actions for negligent failure to inform about medical test results if the tests were performed more than two years before August 28, 1999.

Allows minors under eighteen years old until their twentieth birthday to bring actions, but no action may be commenced after ten years from the date of the negligent act or two years from the minor's eighteenth birthday, whichever is later.
