Prohibits withholding any portion of public employee earnings for dues, agency shop fees, or other fees paid to public labor organizations.

Requires written authorization renewed annually on a specific form for labor organizations to use dues or fees for political contributions or expenditures as defined in section 130.011.

Mandates authorization forms display "Consent for Political Use of Dues/Fees" in 24-point bold type and include specific disclosure language in 14-point bold type stating the amount and purpose of political use.

Requires labor organizations to maintain records of all authorizations, transfer amounts and dates, and recipient committees, then submit copies to the labor and industrial relations commission.

Prohibits labor organizations from increasing dues or fees in lieu of political contributions for non-authorizing employees and bars making authorization or non-authorization a condition of employment.

Subjects the act to voter approval via referendum election on the first Tuesday following the first Monday in August, 2012.
