Creates and establishes the Missouri Higher Education Savings Program, administered by a board consisting of the state treasurer, commissioner of higher education, commissioner of office of administration, director of economic development, and three appointed members with financial expertise.

Increases maximum individual research awards from $30,000 to $50,000 per year under the Alzheimer's disease research program.

Enacts the Compact for Education as an interstate agreement to promote educational cooperation and policy development among party states and establish the Education Commission of the States.

Establishes the Higher Education Capital Fund and Missouri Science, Technology, Engineering and Mathematics Initiative to provide matching funds to public colleges and universities for capital projects and STEM education programs.

Authorizes Missouri State University board of governors to convey perpetual street rights-of-way, drainage easements, and sanitary sewer easements to the City of Springfield for property located at National Avenue and Monroe/Grand Streets.
